Authority
and responsibilities of District IV tabled to November meeting
1. Authority and responsibilities of District IV
George
Crawford suggested that we put something together outlining the authority and
responsibilities of District IV to give to District IV Superintendents. He felt
this would help them understand District IV’s role in activities.
2.
Meeting with Basketball Assigning Secretary’s
Tim
Trimble reported on the meeting with the assigning secretary’s of the local
Basketball Officials Associations. (
1.
Very informative meeting.
2.
All associations have
different fees, and procedures for assignment to do contests.
3.
Officials want more input in
the selection process for District events
4.
Associations were told that
this Committee would make recommendations to District IV for a fee structure
for the 2006-2007 season for all schools
M/S/P that the following fee
structure be adopted for the 2006-2007 Basketball season
1.
Mileage rate 44.5 cents
2.
10% assigning fee for those
that do not pay on site, 5% assigning fee for those who pay on site.
3.
If a second crew is sent out
to do a JV game no mileage reimbursement.
4.
This motion does not apply to
the Evergreen Associations as they have a signed contract in place, upon the
termination of this contract they will be under the same fee structure.
A member of the Officials Association may be present at the District
Selection process, providing they are not on the list for selection to do a
District event.
3.
District IV sportsmanship guidelines.
All
leagues have not yet reviewed the guidelines, Tabled until November

Mike reviewed the following:

WIAA Executive Board selections.
2.
Officials: are they private contractors or employees
3.
Role
of District Directors in the appeal process.
4.
Survey
of coaching salaries in the state
5.
Committee
to meet to discuss and recommend changes in the Transfer rule.
6.
State
to look at recruiting guideline, “What is and what isn’t”
7.
Committee
formed to look at crowd controls guidelines.
8.
State
to look at scholastic guidelines.
9.
On-line
rules clinic’s, winter clinic will be available Nov 1st
10.
Question
of the day “Definition of a squad”
District
IV appreciates Mike taking time out of his busy schedule visit with us.
5. Amendments for 2007
Transfer
1.
The
rule only applies to school districts, thus single high school district are at a disadvantage. Terry Cavender will have a proposed amendment
for the November meeting
Public/Private
1.
Director
Frazer handed put the proposed amendments from District V.
2.
It
was unanimously felt something was needed to even the playing field, the above
amendments did not necessarily do that.
Representatives were to go to their leagues and come to the November
meeting with any alternatives.
Foreign Exchange
1.
It
was generally felt that with number of good athletes being shopped around to
schools this is having a huge impact on some schools ability to access post
season. The pressure of coach’s to win
or “Keep up with the Jones” is creating an unfair advantage for some
schools. An amendment regarding a
proposed change is in the discussion stage
Academic probation for fall sports.
1.
The
five-week probation only affects the fall sports. In the future there is the possibility of two
football games before school starts.
This could mean an athlete could miss up to six football games. Amendment is in the discussion stage.
Also discussed were concerns about the 8-year time period before the
redoing of the numbers, and impact of opting up.
