Parking and Unloading
If your team is arriving by bus,
unload in the West Lower
parking lot. Security
guards will assist your driver in parking and placement of the bus. Teams arriving in cars or vans should park in
the Lower West lot. All coaches and
athletes participating in the meet will enter via this gate. Only those individuals on the gate list will
be permitted at this entrance.

MEET ENTRIES AND QUALIFYING
PROCEDURE
LANED RACE EVENTS: These
events will be seeded 1-8 using any official time from the present season.
ˉ
There will not be a minimum standard in place.
ˉ Lane assignments will be based upon time and seeded using
Hy-Tek Meet Manager Software.
ˉ The State Meet conversion formula will be used in the event
hand-held times are used.
- The winner of the JV qualifier will be
entered into the field as the ninth and final entry.
1600 and 3200: These events
will follow the same pattern as the laned race events.
FIELD EVENTS: These events
will be seeded 1-8 using any official mark from the present season.

RELAYS: All schools are allowed one entry.
- ADD-INS are not permissible (only
members listed on the official Relay form may participate).

Relay
Substitutions
A
maximum six members may be listed for each relay team. Of those six, any four may participate. Only those who actually run (in the prelims
or finals) will be considered to have competed in this event. Submittal of first and last name plus grade
in school for each relay team member is required. An athlete who is entered in four (4)
individual events may be
listed on a relay team. The six runners
listed on the original District entry form will be the names sent on to the
Regional Meet Manager. No changes will
be allowed to that list once the meet begins.
Ties
1. If a tie should exist between two or more competitors in a
track event and it involves a spot to the District finals or Regional meet, a
run-off between the tied competitors will take place at the end of the
meet. If the tie does not involve a spot
to the Regional meet, a coin flip will be used to determine which medals the
competitors receive.
2. If a tie in the high jump and/or pole
vault exists after applying the National Federation tie breaking rule and the
tie involves the last spot to Regional, the jump-off will be completed BEFORE
continuing the
competition
to determine first place. If a tie
occurs for first place, the tie breaking procedures will be used to break the
tie and determine the District champion.
FIELD
EVENT PROCEDURE
A. Shot Put, Discus, Triple Jump, and Javelin
2. In
these events, all trials will be administered one at a time, in reverse order
of seeding. However, in order to avoid a
conflict with another event, the contestant will be allowed to take 1, 2 or all
3 trials in succession at his/her first turn in the finals.
3. All implements will be
required to be weighed-in. Weigh-ins will be conducted between
B. High Jump and Pole Vault
The Boys’ and Girls’ High Jump will start one height lower than the
lowest league qualifier and will progress by 2” increments until the field is
cut in half, at which time increments will be 1” until one contestant remains.
The
Boys’ and Girls’ Pole Vault will start one height lower than the lowest league
qualifier and will progress by 6” increments until the field is cut in half, at
which time increments will be 3” until one contestant remains.
Pole Vault certification forms should be complete and
faxed to the Mtn. View HS Athletic office (360-604-6156) no later than
C. Additional Field Event Information
In the Long Jump, Triple Jump and Pole Vault: please ensure
that your student-athlete conforms to rules regarding markers and tape. Once the event begins, all marks not within
the rules will be removed.
Throwing implements and vaulting poles
will be checked before and after the coaches meeting. All throwing implements must remain available
throughout the event.
A participant in a field event will be
allowed a maximum of
Running events will take precedence
over field events. A participant that
needs to leave a field event MUST CHECK OUT with the head judge of that
event. A participant in a field event
competing in a running event will be given up to 5 minutes after the completion
of the running event until called to compete.
A high jumper or pole vaulter must jump at the height the bar is set
when he/she returns.
TRACK
EVENT PROCEDURES
Staging Area:
The
staging area and introduction for each event will be in the infield. In each
final, the athletes will be introduced as they move to the starting line.
1. Straightaway
Races: 100 meter dash, 110 and 100 meter
hurdles.
2. 300
Meter Hurdles: will start on the
backstretch, using a one (1) turn staggered start.
3. 200
Meter Dash: will be run around one
(1) curve in lane all the way from a staggered start.
4. 400
Meter Dash: will be run around two
(2) curves in lane all the way from a staggered start.
5. 800
Meter Run: will be run with a 1 turn
stagger; the contestants must run in lane until they enter the straightaway out
of the first curve; cones will mark the break lines.
6. 1600
Meter Run: Olympic curve start;
contestants will run four (4) laps; lap times will be given plus the number of
laps remaining.
7. 3200
Meter Run: Olympic curve start;
contestants will run eight (8) laps; lap times will be given plus the number of
laps remaining.
8. 400
Meter Relay: will be run all the way
in the lanes from a staggered start; the start is at the beginning of the first
curve.
9. 800
Meter Relay: Rules with the 3-turn stagger will apply. See NFHS rules book.
10. 1600
Meter Relay: Rules with the 3-turn stagger will apply. See NFHS rules book.
11. Exchange
Zones: 20 meter long zones with a 10
meter acceleration zone for relays 800 meters and less. Exchange judges will be those coaches not on games committee. See schedule.
12. Cut
to Pole: a runner must have a full
running stride lead on the runner whose path he crosses. Failure to comply will result in
disqualification.
13. Finish: Contestants must remain in their lanes after
the race to assist the judges and avoid errors.
All races end at a common finish line at the end of the front
straightaway.
14. Starting
Blocks: The

assignments for finals will be determined by placement in seeding meeting.
2.
For
all relays and individual events, 800 meters and under, the prime lane order
will be; 4-5-3-6-2-7-1-8-9.
3.
For
the 1600 and 3200 meters, the prime lane order will be 2-3-4-5-6-7-8-1-9.

PROTESTS
Should a coach feel the need to protest an event outcome,
the protest must be written on the official form and should be submitted
immediately to the referee. In running
events, a protest must be made within 5 minutes of the conclusion of the race
or before the race has been declared official.
All protests must include a reference to the specific rule or ruling
being questioned. Any question regarding
meet infractions may be brought to the referee only by the Head Coach.
VIDEO REPLAY
The finish of each race will be videotaped. Finishes will be reviewed at the discretion o
the Clerk of the Course and the Head Finish Judge. The purpose of the video is to assist the
pickers. A coach cannot request a video
replay of the race. The Clerk of the
Course or the Head Finish Judge may request a replay at the request of the
place pickers.
MEET RESULTS
Results will be available for the coaches about 15 minutes
following the end of the meet. They will
be available in the Stadium Press Box when announced.
*NOTE: Immediately after the completion of the Meet
all coaches who have competitors qualifying for the Regional Meet MUST
meet in the Coaches Tent to receive
information and forms for the Regional Meet.
REGIONALS
The top 3 competitors in each event
will qualify for the Regional Meet. The
Regional Meet will be held on May 16 and 17, at McKenzie Stadium, in

1/4” spikes are allowed. An athlete
will NOT be allowed to compete if he/she has longer spikes. Also, Federation handbook rules will be applied
to uniforms.
2. All
spectators and coaches MUST remain in the stands, or behind designated flagged
viewing areas.
3. All
athletes not entered in the event being run or about to be run MUST remain in
the stands. Athletes may warm up inside
the designated area on the stadium infield.
4. Tape
is to be used for checkmarks on the track's surface.
5. PLEASE,
NO SPIKES IN THE GRANDSTANDS.
6.
No
food or beverages in the competition or warm-up areas. Water Only. No sunflower seeds or gum.
7.
Call
for each event will be made over the P.A. system. The first, second, and last calls will be
given at approximately 20, 15 and 5 minutes prior to event.
8.
Team
Camps are restricted to the grandstands.
10. One
official banner per school will be allowed and must be located in the
grandstand near the team camp.
11. You
are asked to remain out of the “official” operating areas.
13. Concessions
and T-Shirts: Open concession stands
will be available throughout the meet and commemorative T-Shirts will be
available, for sale, both days.
15. Viewing areas: Coaches
will not be allowed on the track or field during the meet. Coaches must be
outside the fenced area of the track for running events and field events in the
stadium and outside the fenced area in the throwing area. Participants and
officials only please!
Important: Coaches and
contestants are warned that being out of the stands or designated areas,
running alongside contestants, while shouting instructions and encouragement will not be permitted.
Contestants or relay teams will be disqualified if this violation occurs.
Managers should remain in the stands.
16. Warm-up areas: Warm-up is permitted on
the track prior to the start of the running events. After the meet starts, the
warm-up is restricted to the flagged-off area of the field. Athletes warming up
on the field are not to congregate in the areas of the jumping events.
17. Uniform Rules: The uniform rule will be
enforced (Page 25-26, Rule 4-3). It is the
individual athlete and relay teams’ responsibility to compete in the proper
uniform and wear no jewelry. Failure to comply with the spirit and intent of
the rule could cause a competitor or relay team to be disqualified from an
event. For further clarification on uniforms and jewelry, please review pages
26-28 (uniforms), pages 29-34 (apparel, relay-team uniforms, not identical
uniforms, jewelry, removal of part of the team uniform) in the NFHS Case Book.
Below are several examples of what will be considered legal and illegal.

Bare midriff tops are not allowed. The top must hang below or be tucked into

when the competitor is standing erect. Uniforms will be required to be tucked

necessary, at the start of the event so the hip number is not blocked. This
will be enforced by the
clerk.

During all WIAA Track & Field events, only nonabrasive, unadorned cloth
elastic, fiber, soft leather or rubber
/cloth
elastic bands may be used to control an athlete's hair. Athletes at anytime
during competition may not
wear
items that are made of a hard or abrasive material.
-
Doo rags, hanker chiefs and hats of any kind are not allowed during
competition. Head bands will be
acceptable.
-
Officials will enforce rules related to sportsmanship and unacceptable
behavior. (Rule 4-5 - Disqualification, page 26-28). Competitors,
coaches, and/or team members, who violate the rule or the spirit of the rule,
may be disqualified from an event and/or the meet.
18. Cell Phones / Walkie-Talkies / Video
Camera:
Cell phones, walkie talkies and other
wireless communication are prohibited in the event areas, with the exception of meet management. No
competing athlete may view video cameras or cell phones during the competition
that is active at that time. IPOD’s, MP3’s, etc. will not be allowed in the
warm-up area(s); as per state meet policy.
